A typical poster from the Hong Kong Police Force (they do their own PR) and as usual it just makes me laugh, I can tell you now that most of Hong Kongs female Police Officers do not look like a smiling beauty queen, they are however very professional!
I have lived in Hong Kong for 53 years which means I know a few things and I also feel I have a right to air a few comments about things that annoy me and one of those things is the way Government Departments in Hong Kong release information to the public.
Hong Kong has a very professional Police Force with very dedicated officers and perhaps the people at ISD (see below) might want to take a tougher line to get the message across, is not the whole point to reduce the amount of traffic violations?, you do not project that message with lovely young ladies, cuddly teddy bears and in many cases cartoon cardboard cutouts.
This is the department that do most of releasing information to the public and yes it used to be called GIS (Government Information Service)
The Information Services Department (ISD) is the Hong Kong government department primarily responsible for publicity, acting as the government's public relations office, publisher, advertiser, and news agency. It handles government publications, promotional campaigns, advertisements, creative and design work, and photography, including posters and other publicity materials for public release. The ISD's Publicity and Promotions Division specifically manages these tasks, with sub-divisions like Local Promotions, Creative, International Promotions, and Publications Sales and Administration. The Creative Sub-division is responsible for designing materials such as posters, brochures, and advertisements for government campaigns.
For Hong Kong Police Force (HKPF) information released to the public, the Public Relations Wing (PR Wing) of the HKPF is specifically responsible. The PR Wing engages the community, leverages media and social platforms, and disseminates information about police activities to local and overseas media round the clock to foster public support and maintain law and order. Within the PR Wing, the Publicity Section of the Crime Prevention Bureau focuses on crime prevention publicity, preparing and designing materials like posters and managing initiatives such as the Robotcop program for public engagement. The ISD may provide support for broader government campaigns, but the HKPF’s PR Wing handles police-specific publicity.
In summary:

A typical poster from the Information Services Department in Hong Kong, this poster was shown for many months in subway stations and malls and such and there was me thinking that photographing ladies underwear on escalators was a pretty serious criminal offence, the lady in the poster is actually smiling as if enjoying the attention! so much for a tough, uncompromising message about crime.
Back to the subject at hand
The Beauty Queen Police Officer is trying to divert your angry thoughts away from the message about getting parking tickets etc for traffic violations and in true Hong Kong fashion it will not stop people thinking about NOT breaking traffic laws but they sure appreciate the lovely young female Police Officer. It would not surprise me if the poster went viral on social media.
The Hong Kong Police Force has launched an e-Traffic Ticket Platform for managing traffic violation penalties. The platform, accessible via a website (www.etrafficticket.gov.hk) and mobile app, allows the public to view and pay traffic fines electronically. This initiative aims to streamline the process and offer convenient payment options for traffic violations.

Not exactly a tough message is it - I often wonder if the messages are soft so at least the Government can balance its budget as I am sure that parking violation fines are a major source of revenue!
My insider tip
